Conference report

During the days 17-19 May 140 international urban researchers and practitioners from 24 countries contributed to making the Copenhagen conference on Area-based initiatives in contemporary urban policy a stimulating environment for discussions of innovation and experiences in urban development and urban governance.

Plenary speeches were given by

Director David Miles, the EU 5. Framework Programme ‘Cities of tomorrow and Cultural Heritage’ on The City of tomorrow and Cultural Heritage. 1st and 2d Calls.

Dr. Elisabeth Helander, Director of Community Initiatives and Innovative Actions, DG Regional Policy on European Commission on The European Commission and the urban agenda

– Head of section Charlotte Hamburger, the International Office, The Danish Ministry of Housing and Urban Affairs on Area-based initiatives and Danish urban policy

– Director Claire Mitcham, WHO Centre for Urban Health on Healthy Cities and Urban Governance

– Professor Murray Stewart, the University of the West of England, Bristol on Area-based Initiatives and Urban Policy

– Professor Enzo Mingione, Università di Milano on The struggle against social exclusion and urban welfare policies in Europe

In addition to that more than 60 papers were presented in six parallel workshops:

– Workshop 1: Participation and community involvement in planning and implementation of urban policy projects and programmes (see Henry Bäcks report from the workshop)

– Workshop 2: Challenge to policy and administration of an integrated and comprehensive approach in urban policy

– Workshop 3: EU Urban Policy vis á vis the development of new practices in the urban policy of European towns and cities (see Paul Kantors report from the workshop)

– Workshop 4: Employment issues, immigration and social inclusion in the neighbourhood. Stigmatisation, image of deprived neighbourhoods, the role of business in the neighbourhood

– Workshop 5: Models of partnerships and collaborative planning efforts

– Workshop 6: Learning processes in the development of urban policies. Methodological issues related to the measurement and evaluation of the effects of urban improvement programmes.
